No objection to use of EVM in Punjab local body elections: Election Commission

A meeting of the Election Commission of Pakistan was held on Thursday under the chairmanship of Chief Election Commissioner Sikandar Sultan Raja in which local government elections in Punjab and constituencies in the province were discussed.
According to a statement issued by the Election Commission, the ECP told the Punjab government on the use of EVMs that the ECP has no objection to any technology including EVMs during the local body elections in Punjab. “If the federal or provincial government builds these machines themselves, the Election Commission is ready to use EVMs.”
The statement further said that the provincial government was also informed that 250,000 machines would be required during the local body elections in the province. “If the ECP has to procure the machines from the market, then the procurement will be done in accordance with all the rules and regulations and PAPRA rules.”
It was also suggested by the Election Commission that pilot testing of these machines could be done in some Village and Neighborhood Councils.
The provincial government has been asked to consider the proposals, the statement said.
The ECP also clarified that according to the law, elections must be held within 120 days after the dissolution of local governments, therefore it is not possible to purchase machines within 120 days.
The meeting was attended by Chief Secretary Punjab through Videolink while Secretary Local Government Punjab, Provincial Election Commissioner Punjab and other officials participated.
The Secretary Election Commission highlighted the convening of the meeting and the salient points of the agenda.
The Chief Election Commissioner in his introductory remarks emphasized the importance of local government elections. The Chief Secretary Punjab assured the Chief Election Commissioner of all possible cooperation.
The Secretary Local Government Punjab highlighted the important aspects of the Punjab Local Government Ordinance 2021 and briefed on the procedure of local government elections and its composition and timing.
The Special Secretary Election Commission proposed a few amendments to the Local Government Ordinance 2021, which the provincial government agreed to, and in particular Hilly areas This includes the notification, immediate provision of rules under the Local Government Ordinance and pre-scheduled number of councils and the number of councils in urban local areas.
