Issuance of Health Card in Punjab: But where will the money come from?

The Punjab government is going to provide New Pakistan Health Card facility to 31.1 million families of the province from January 1.

According to government officials, the card will be used for treatment in both public and private hospitals.

In this regard, Prime Minister Imran Khan arrived in Lahore today on a one-day visit and attended the inauguration ceremony of ‘New Pakistan National Health Card’ as the Chief Guest at the Governor House.

Imran Khan wrote in a tweet: “Under this revolutionary program, the entire population of the province will be provided standard medical treatment and health facilities up to Rs. 1 million per family annually.”

The government had directed all concerned agencies, including NADRA, to compile family data before January 1, as registration with NADRA has been made mandatory for health cards.

DG Khan and Sahiwal divisions have already been provided the facility of Universal Health Insurance while in the second phase its launch has been announced in Lahore and Rawalpindi divisions. Health cards are being issued in other divisions from January.

Health card holders will be able to get free treatment up to Rs. 1 million from government and private hospitals. The treatment of deadly diseases will be provided free of cost through the card.

This card will not have outdoor treatment facility only hospitalized patients will be able to avail the benefit. This card will be effective till 2025.

What diseases can be cured?

According to Punjab Health Minister Dr Yasmeen Rashid, the New Pakistan Health Card will also cover cancer, gynecology, dialysis, all types of surgery, heart disease and liver transplants. According to him, this will be a kind of health insurance which will provide decent treatment to the sick people in the province.

Dr Yasmeen Rashid said, “Our government is fulfilling its pre-election promise to spend on the people. The health card will no longer be a boon for the rich and the poor.

According to Yasmeen Rashid, the card will also provide free treatment in private hospitals, which will reduce the rush of patients in government hospitals.

He said that this plan has been prepared with the participation of private and public. This will increase the capacity of private hospitals and make available modern medical equipment.

How can the card be used?

According to Punjab government spokesman Hassan Khawar, the new Pakistan Health Card will be given to every head of the family. Divorced or widowed women will also receive this card. Only ID card is required to make the card.

He said that as per the decision of the cabinet, the name and identity card number of the health card holder would be printed on the card so that the data of any patient in the family could be verified from the record of the card holder. Can also be done.

He said that the elected representatives in the union councils should start collecting the data of the families so that no one would be deprived of this card.

In order to get free treatment facility, the woman must register her marriage in the records of NADRA. These cards will also be provided to eunuchs.

According to him, health cards have already been provided to 8.5 million families below the poverty line in Punjab.

He told reporters that the card would be registered with the patient in a private or government hospital according to the patient’s name and the patient would be admitted, all kinds of tests, medicines, operations or other facilities would be provided free of cost.

Concerns of economists

Economist Pervez Tahir, while praising the initiative to provide health facilities, said: But there is no formula to fulfill it.

According to Pervez Tahir, if we look at the development and health budget of Punjab, it seems difficult to spend such a huge amount of money.

“The government has not given any cut or savings formula to meet these expenses nor has it announced any additional budget. In these circumstances, paying insurance will be a big challenge.”

He further said that on the other hand, it was announced to issue health cards for rich and poor without any discrimination which would put a lot of pressure on the budget.
